2 Kings 2:9-10 discusses A Double Portion, proving that there are different measures of the presence of the Holy Spirit or anointing presence released upon a believer.
The Bible demonstrates this variance of presence and power throughout
the scriptures in both the Old Testament and New Testament.

2 Kings 2:11-14 demonstrates the power of the Holy Spirit and reveals
that others spiritually discern the working power of God.

2 Kings 2:11-15
11 As they still went on and talked, behold, a chariot of fire and horses of
fire parted the two of them, and Elijah went up by a whirlwind into heaven.
12 And Elisha saw it and he cried, My father, my father!
The chariot of Israel and its horsemen! And he saw him no more.
And he took hold of his own clothes and tore them in two pieces.
13 He took up also the mantle of Elijah that fell from him and went back
and stood by the bank of the Jordan.
14 And he took the mantle that fell from Elijah and struck the waters
and said, Where is the Lord, the God of Elijah?
And when he had struck the waters, they parted this way and that,
and Elisha went over.
15 When the sons of the prophets who were [watching] at Jericho saw him, they said, The spirit of Elijah rests on Elisha. And they came to meet him
and bowed themselves to the ground before him. AMP

  It is a fact that in these days,  the 19th,  20th and 21st century, men and women at the will of God, have done things in miraculous ways according to the measure of Holy Ghost power they have received!  It is also a fact, that to claim any one of these measures without God's power to do such acts is perpetrated out of the realm of darkness. 
God counts these acts as abominable...utterly loathsome: detestable.  
He has set judgment in the earth and in heaven for those who walk
in the ways of witchcraft.

For rebellion is as the sin of witchcraft, and stubbornness is as idolatry
and teraphim (household good luck images). AMP
We are to clean our physical and spiritual houses; our homes and
our hearts of rebellion, idolatry and good luck icons.
God instructs to have no other gods... He alone is the living God!
The occult is promoted in every manner in societies across the globe. 
We are not to be intrigued nor entrenched in works of the kingdom
of darkness that pertains to every supernatural phenomena or influence
that rebels against the Kingdom of Light... the Kingdom of God...
A study of the mission of Moses in Exodus gives much detail to the
spiritual principles that have been discussed in this paragraph. 
Read of the judgments and the destiny of those who rebelled against
God's will for His people.  Sorcery is detestable to God.
God is sovereign and His principles apply to everyone.

God's ways are not the ways of men.  God is in charge of his plans
and purposes.  Men have been given free wills to chose the paths
that they will take while on earth.  He has given us dominion over
our thoughts and actions. Once a soul is restored to the Lord, 
one has the grace to choose to yield to and seek to exercise in the gifts
of the Holy Spirit.   God does not force His gifts upon anyone.
His gifts are not His presence.  The Holy Ghost may manifest His
presence upon anyone's life He chooses.  The Bible documents how the
Spirit of the Lord comes upon or within an individual in many accounts.
 
One functions in the measure of the anointing presence of the Spirit
to do what the power or gift is designed and given to accomplish.  
The gifts do not belong to anyone individual.  They are administered
at the will of the Lord.  They are the gifts of the Spirit...the Person,
Holy Spirit alone exercises His gifts through the Body of Christ
and His presence to mankind as He purposes. 

Acts 3:19-21
19 So repent (change your mind and purpose); turn around and return
[to God], that your sins may be erased (blotted out, wiped clean),
that times of refreshing (of recovering from the effects of heat,
of reviving with fresh air) may come from the presence of the Lord;
20 And that He may send [to you] the Christ (the Messiah),
Who before was designated and appointed for you--even Jesus,
21 Whom heaven must receive [and retain] until the time
for the complete restoration of all that God spoke by the mouth
of all His holy prophets for ages past [from the most ancient time
in the memory of man]. AMP

{Note: in verse 19 as amplified, the term "heat" indicates "stress;"
the term "fresh air" indicates "restored to a peaceful state."}

What shall the Holy Ghost restore?
A very good friend of mine, Gabriel Heymans,

has shared the following five-fold plan of restoration:

•The administration of the Church.
•The administration of Salvation of the Lost.
•The administration of Human Destiny.
•The administration of Political Government and Authority
•The administration of the Wealth of the Nations.


The gifts of the Spirit endows the Body of Christ with empowerment
to walk victoriously in these restorations. 
We must receive spiritual knowledge and understanding from God,
the Holy Spirit to walk with Him in these gifts to the Church.
We must walk in right standing for Him to work through us. 
God is calling His people to cleanse themselves of worldly practices
and influences that His gifts and callings may be magnified
to accomplish His will!

1 Cor 12:1-11
12:1 NOW ABOUT the spiritual gifts (the special endowments of
supernatural energy), brethren, I do not want you to be misinformed.
2 You know that when you were heathen, you were led off after idols
that could not speak [habitually] as impulse directed and whenever the occasion might arise.
3 Therefore I want you to understand that no one speaking under the power and influence of the [Holy] Spirit of God can [ever] say, Jesus be cursed!
And no one can [really] say, Jesus is [my] Lord, except by and under the power and influence of the Holy Spirit.
4 Now there are distinctive varieties and distributions of endowments
(gifts, extraordinary powers distinguishing certain Christians, due to the
power of divine grace operating in their souls by the Holy Spirit) and
they vary, but the [Holy] Spirit remains the same.
5 And there are distinctive varieties of service and ministration,
but it is the same Lord [Who is served].
6 And there are distinctive varieties of operation [of working to accomplish things], but it is the same God Who inspires and energizes them all in all.
7 But to each one is given the manifestation of the [Holy] Spirit
[the evidence, the spiritual illumination of the Spirit] for good and profit.
8 To one is given in and through the [Holy] Spirit [the power to speak]
a message of wisdom, and to another [the power to express] a word
of knowledge and understanding according to the same [Holy] Spirit;
9 To another [wonder-working] faith by the same [Holy] Spirit,
to another the extraordinary powers of healing by the one Spirit;
10 To another the working of miracles, to another prophetic insight
(the gift of interpreting the divine will and purpose); to another the ability
to discern and distinguish between [the utterances of true] spirits [and false ones], to another various kinds of [unknown] tongues, to another the ability
to interpret [such] tongues.
11 All these [gifts, achievements, abilities] are inspired and brought to pass
by one and the same [Holy] Spirit, Who apportions to each person individually [exactly] as He chooses. AMP
 
In our reference scripture at top of this page, Elijah stated that Elisha's request was a "hard thing."  The Hebrew for hard is qashah, hard: severe; tough; difficult.    Elijah was saying that it was a difficult thing for him to give Elisha something that he himself did not have.  
The answer is by the Spirit of God through faith in God.
Jehovah honored Elijah's request in releasing a double portion
of Holy Spirit power upon Elisha!  Elisha's ministry records exactly
double the miracles performed through him as was administered through Elijah.  This is a valuable lesson for us!  It gives us clarity in what to expect God to do when we ask... believing!  It also helps us to understand the admonition of the Lord Jesus when he instructed to present our petitions
to the Father for more of the Holy Spirit  (Luke 11:13)

The biblical record shows that Elijah experienced 16 miracles  besides the miraculous translation.  Elisha experienced  32 miracles...double portion
and some twice as great!  Elijah shut up the heavens and there was no rain
for 3 1/2 years.  Elisha shut them up for 7 years.

The year 2007 was our year for a double portion of the workings and
anointing  presence of the Holy Ghost!  These are the days of multiplication and they are the days of consummation in this era!
The year 2008 has opened us into a new realm of the purposes of God!
We must not believe our eyes, our human intellectual enlightenment,
but we are to put our faith in those things unseen... the things of the Spirit
of the Living God.  Everything in the heavens and on earth has been magnified!
The Word of God guides us as to how to walk in the administration
of the unseen works of the Holy Spirit! 
When we walk by the "word of the prophetic" and "the actions of faith"
we then "see" God's plan revealed!
